A stakeholder is any individual that would be positively or negatively impacted by project outcomes. A common tool for getting our stakeholder management efforts organized is a stakeholder register. Aside from identifying stakeholders, we will also need to understand their level of responsibility to the project and will need to coordinate a plan to ensure we effectively manage expectations.

The tool provided combines a few difference concepts. There is the stakeholder register, which can simply be a list of individuals and their relationship to the project. We have also included a Responsibility Assignment Matrix (built around project phases) and a stakeholder tracking mechanism. This tool was designed for small-to-midsized projects as it should allow for management of 20-50 stakeholders.
